Can you give me good and cheap options for ski resorts? Is early December a good time to go?

For those who’re saying my question is too broad: I live in Brazil, so ANYWHERE in North America is an option for me.
Since I can only go in early December, I’m aware most of the ski stations will be opening – or still closed.

I snowboard at various places on the east coast (Vermont, New York, Massachusetts) and have seen it here at some of the bigger mountains. It mainly seems to be bras with the occasional panty thrown in for variety, I guess. I have also spoken to friends who have seen it at resorts in other parts of the country, but no one has an explination.
